politics. we'll tell you why. good morning from washington. it's monday, january 14th, 2013. this is "the daily rundown." to my first reads of the morning. today marks the one-month anniversary of the newtown shooting. a month ago, there was a sense that this tragedy was different. that the shock and grief after 20 6 and 7-year-old children were gunned down in an elementary school would launch a national conversation on guns and somehow change the political landscape of the gun issue. well, for the first time since al gore lost the election, there has been a sustained conversation about what the government can or should do about gun violence. as vice president biden prepares to unveil proposals, some details are emerging. universal background checks on gun buyers ramped up prosecutions for gun purchasers who lie on background check forms and restrictions on high capacity clips. also says it is not backing off a push for a new ban on assault

weapons. this morning, vice president biden will meet with members of the house gun violence prevention task force. which includes carolyn mccarthy and arizona's ron barber, who was wounded in the tucson shooting. we've also seen the democratic party ko ales around it more than before. in its future, nominees are pressing for gun control. look at andrew cuomo and martin o'malley. if anything, real gets done on guns in washington, it will be because of victim's groups and a group called sandy hook's promise will kick off the press conference this morning. >> i'd like to tee newtown come out as not as a place -- honestly, newtown come out as a place of change. >> 6-year-old noah was the

youngest victim. his grandmother is now speaking for the family. >> had the rights to go to school safely. he had the right to live, to get married, to have a job, to have a normal life. and i think that right is more important than the right to own a high velocity weapon that can obliterate whole classrooms in seconds. >> and newtown's police chief has this message for the white house. >> i don't want us to be on the militaristic state and if we arm everybody with assault rifles, that's what we become. ban assault weapons. restrict those magazines that have so many bullets in them. shore up any loopholes in criminal background checks. >> 30 days, we have had a sustained national conversation. but here's what hasn't changed after 30 days after newtown. the likelihood of passing any

new legislatuion on guns. groups have a powerful counterweight. over the weepd, the nra said if the president tries to follow through on promises to push an assault weapons ban and even to ban high capacity magazine clips, he'll fail. >> he's willing to expend political capital, you don't want to make predictions. you don't want to bet your house on the outcome, but i would say that the likelihood is that they are -- >> senate leaders have promised that gun safety legislature will be among the first bills introduced in the new congress, but on friday, harry reid told his hometown station vegas pbs that an assault weapon ban could fail in the house and it could maybe pass the senate. he added, i quote, the american people want us to be very cautious what we do and he was noncommittal about what gun

safety legislation he would support saying you don't have to look at any one thing. democrats need to hold on to a handful of seats in these red states. louisiana, arkansas, north carolina, alaska, south dakota, montana and west virginia. that's where five term senator jay rockefeller lay announced he plans to retire. listen to what his colleague said a month ago and what he's saying now shows just how difficult the politics of the gun issue remain. >> i don't know anyone in the sporting or hunting arena that goes out with an assault rifle. i don't know anybody that needs 30 rounds in a clip to go hunting. >> on just guns alone will not in the political reality that we have, will not go anywhere. >> a month ago, just yesterday. and this is not just to him on him. this is the conversation, the reality of where things are when it comes to the gun issue in the

united states congress. well, this will be a crucial week for the president's pick to lead the pentagon. chuck hagel will head to capitol hill for some face to face meetings. most important is where chuck schumer, who has been both privately and publicly skeptical about hagel's nomination and is exekted pau pechted to press him on iran. but does he have the power to kill it? but a question on whether schumer would expend the political capital. possible he just decides to vote against it and stay quiet over the time period on hagel's confirmation. over the weekend, long time allies led by colin powell went on sunday shows to defend his record. >> superbly equalled based on the record, the service to the country, based on how he feels about troops and veterans and families. i read some of the responses he's already put together and i

think he will make a nomination and be confirmed. >> senator jack reid, who is leading hagel's defense in the democratic senate caucus praised hagel's able ility the quote sp truth to power and also talked about hagel's service in vietnam. >> he's been a combat soldier. he's fought. literally walked in their boots. that i think will inspire great confidence in the military offices and enlisted men. >> but republican senator bob corker of tennessee who is not usually one of these knee jerk votes against the white house, particularly on appointments, raised a new issue about hagel on sunday. >> i think another thing, george, that's going to come up is just his overall temperment and is he suited to run a department or a big agency or a big entity like the pentagon. i think there are numbers of staffers who are coming forth now just talking about the way he has dealt with them.

>> senator john mccain, the ranking member of the armed services committee, which will conduct hagel's confirmation hearing, continue to criticize his former close ally say they'll quiz him over america's view of the world. >> the surge was the worst blunder since the vietnam war. that clearly is not, that's not correct. that's in fact, it's bizarre. >> at this point, would you vote against him? >> no, nor would i vote for him. this is why we have hearings. >> finally, with president obama's second inaugural just a week ago, the second biggest fights are going to be over the budget. when the continuing resolution funding all of government runs out at the end of march. the obama administration has refused, saying they're refusing to negotiate over the debt ceiling. question is show, how do they

enforce not negotiating when they have their own arcane plan b. over the weekend, the treasury didn't department took one of toews off the table. the trillion dollar platinum coin. senate democrats suggested another plan brk. they wrote in a letter to the president that if the republicans refused to raise the debt ceiling or agreed to do it as part of unbalanced legislation, then we believe you must be willing to take any lawful steps to ensure that america does not break its promises and trigger a global economic crisis without congressional approval if negative. so senate democrats are beg igi the white house to consider maybe it's the 14th amount md option. whatever it is, they're begging the white house to find a plan b. meanwhile, the republican leadership is quietly trying to push itself rank and file away from a debt ceiling showdown,

believing the fight worth having is over funding the government in a potential government shutdown. the risk, if they use debt ceiling as the leverage point could risk using this fight for good in alienating a key fight in business, but to gain any leverage back, house republicans have figured out a realistic plan. for example, how to raise the debt ceiling. can they even get that passed? at the end of the week, boehner will head to williamsburg, virginia to walk them through the consequences of default and then sell them on a plan that steers them away from that. as the vice president gets set to meet with house democrats about gun violence today, if the political will to change gun laws really there? democratic congressman jim clyburn, he joins me next on that topic and some others. like are we headed for another government shutdown? fight over the debt ceiling, what comes first, but first, a look ahead at the president's schedule today. lots of off camera meetings.

vice president biden meets with house members today as he prepares to pitch new gun control legislation. over the weekend, harry reid really poured a lot of cold water on the idea of an assault weapons ban. he said it would never pass the house any way. jim clyburn joins me now. >> good morning. thank you so much for having me.

>> always a pleasure. i want to start with harry reid's prediction on the house and it's what a lot of us who follow this closely, we all seem to believe the votes just aren't there in the house, but it seems he was signalling, hey, if the house doesn't do it, don't make us do it and have legislature out there, tough votes for rural democratic members. what do you say to harry reid? >> well, i think he's absolutely correct. the fact of the matter is we kind of go through that process pretty often. when we think that something is going to have tough in the house, we ask the senate to go first, but in this instance, they seem as if that may be a tough vote for a few people. i saw senator mansion of west virginia this morning and heard some of his comments yesterday

and i think he signals it's going to be tough sledding, however, i believe that we have to do something and that something to me should be background checks ought to be universal. we ought to get rid of these 30, 40, however number of clips that are being used. i believe that if you got the weapon and don't have the clip, then you've gotten a pretty big deal out of all of this, so i'm all for background checks. i'm all for getting rid of these multiround clips. >> but let's be realistic. what can, what can the house focus on dealing with gun legislation while there is still going to be this big, big debate, big argument over what's coming up in march? funding the government and raising the debt ceiling. >> oh, sure. yes, we can. i'm not too sure -- >> i understand, but do you think that's going to happen? >> no, i don't. i do believe that the house will postpone any consideration of

anything resembling gun control until such time that the senate acts and i think the house is going to focus all of its attention on the debt ceiling and the sequestration. >> white house says they're not negotiating. yet senate democrats have win a letter basically begging the president to come up with a plan b. if the house republicans saying they're not going to raise the debt ceiling without they're going to use it as leverage and the president says no, then the president needs to come up with a plan b. do you think the president needs a plan b. >> well, plan b, to me, is the executive order and i know what the white house has said about that. you may recall -- >> when you say exec tiff order, do you mean the 14th amendment option? >> i've been here for two years

now. they're saying ever since they had the last debate and i think that's what the senate is saying in their letter and of course, i am cosigner of a letter along with 22 other house members a week and a half ago asking the president to use executive order invoking the 14th amendment. i believe that the executive order is good enough for emancipation proclamation, good enough to integrate the armed services and many other things that we seem to take for granted as if it passed the congress, none of those things ever passed the congress and if the president as chief executive officer of the country, is faced with thisrecalcitrants, i think he would do well for himself and the country to sign an executive order invoking the 14th amendment.

>> that's a question, we just learned the president is going to be holding his last press conference of his last term. that's at 11:15 this morning. let me ask you about sequester. spending cuts, the domestic side, plus for defense. you have been for avoiding this at all cost. do you think it could still be avoided or do you assume it's going to be implemented? >> i think it will get avoided. i really do not believe we're going to go through sequestrati sequestration. if we can engage the american people on dialogue so people would know what it is that we're talking about, we're talking about a dramatic cut in veterans benefits, in other benefits that have been promised to the american people. we're talking about across the board cuts.

i think that we ought to sit down, use the -- and really diff differ. >> you mean defense contracts versus military what? >> taking care of our men and women in uniform. the infrastructure that needs to be made on these military insulations. i've been in the shadows of ft. jackson. we're transitioned to these facilities and we're still in a transition. there's a lot of infrastructure. we ought to mess with at all, but when it comes to a lot of

report on president kennedy's assassination. politics appears to be the big winner at the golden globes. george herbert walker bush is x expected to be release frd the hospital this week. a spokesman said we are hopeful he can be discharged this week, but we're still taking everything one day at a time. president bush went into the hospital on november 23rd for a case of bronchitis and was admitted into the intensive care unit after having a fever. he was transferred back to the regular patient ward late last month. robert f. kennedy junior isn't convinced that lee harvey os wald acted alone in president john f. kennedy's assassination. speaking in dallas on friday night, he said his father, president kennedy's brother, believeded the investigation that looked into the shoot iing was quote a shoddy piece of work manship. rfk jr. says he, too, questions the report. robert kennedy jr. said his father was concerned enough

about the warren report that he asked investigators to look into the allegations that oswald had help from the mafia, the cia. the 50th anniversary of that assassination is in november of this year. you going the see a lot of these events and a lot of, this topic is going to be percolating a lot this year. finally, the golden globes are usually known for the glitz, the glamour and occasionically, some big award upsets. always a political statement or two, but last night's program stood out for a different reason. there was a lot of politics. among the winner were the political theme. "argo," "lincoln", game change. but some from the stage. >> nominated tonight. i haven't really been following the continroversy over "zero da thirty," but when it comes to torture, i trust the lady who

congress if congress does not raise the debt ceiling. you just heard jim clyburn, number three in the house democrats on this show saying the president should use executive order, use the 14th amendment to do this. what the president says about that and about any other plan bs will obviously be a topic among others in that news conference. all right, let's move to our deep dive. when jay rockefeller retires after next year, democrats will use one of their most stallworth senators and a piece of a once reliable political territory. today, we're taking a deep dive into the cold wars. back in the '20s and '30s, coal miners and democrats were on the front lines of the fight. at the time, the industry employed more than half a million workers. many in states like west virginia and kentucky. still, two of the top three coal

producing states in the country. both states were reliably blue. that's not longer the case on all levels. during the clinton administration, environmental law began to gain traction and new, clean air standards were put in place. the party began to embrace the movement more broadly and supporters began to go elsewhere. the important thing tho note here, this isn't something that happened just under president obama. democrats have been losing the cold wars, if you will, for the better part of two decades. the last time west virginia and kentucky backed a democrat was bill clinton in 1996. he won west virginia by 93,000 votes and kentucky by 13,000. four years later, gore lost both states and it was a 41,000 vote gap in west virginia. more than 230,000 in kentucky. the gap got wider when john kerry lost in 2004. you see the pattern here. president obama improved on those numbers slightly in 2008, but still lost both states and his numbers fell off the table, if you will, this past november,

the gap nearly doubled to 180,000 in west virginia and he lost kentucky by more than 400,000 votes. but last year, the war on coal had become a familiar theme on billboards, campaign signs and on tv. coal related donors poured more than $12 million into the campaign. 90% of it to republican, believe it or not, but to blame the president's agenda doesn't take in the bigger picture. coal production has dropped because demand is down and easily accessible coal has disappeared. low cost natural gas and fracking threatens to cut them even more. never the less, the politics of the war on coal seems to be solidly on the side of the republicans and senator rockefell rockefeller's retirement creates a prime opportunity for the west virginia gop. shelley cap toe has said she's running and said it will play a role. >> we continue to stand up against the epa's dangerous and

unconstitutional crusade to dictate our nation's energy policy to the debtriment of west virginia. >> his retirement and the senate run puts coal country front and center again. part of the political evolution that's taken place over the last hundred years. a new article about king coal and he joins me now. reed, it's interesting. people will look at this and say, oh, this is just a reaction to president obama. and what i wanted to make sure people understood is this is something, it's more about as the environmental movement became more synonymous with the democratic party, and this is split. because coal workers are union guys. >> and this is part of a large shift that's happened a couple of times in. the unionization movement grew, labor became a huge force and democrats basically controlled west virginia and kentucky on

and off. for the better part of the 20th century. then after bill clinton's administration, democrats came to rely more on environmentalists as a leg of their stool. the environmental movement grew and democrats became more of a coastal country, coastal party that is and the party has slipped over the last couple of decades. the republicans won the kentucky state senate in 2000. one of the few highlights was knocking off ben chandler in kentucky. >> republicans made gains in west virginia in their house delegation. two of the three. kentucky. >> same thing in kentucky. they knocked off ben chandler and chandler was telling senior democrats even though things were looking good in his poll numbers and he was seeing these signs in his district that worried him. >> the irony of this, the epa,

it's what they have done or what they're threatening to do and it's sort of the illusion of what they could do. they haven't done that. >> they haven't and yet, republicans use this sort of threat, more on coal over the last couple of years. couple of decades, really, to threaten the sort of way of life of these people. remember, it was voters in pennsylvania that president obama said was clinging to their guns and religion. >> now, the republican party in what's going on an uneasy alliance for them in coal country, is the fact these rank and file guys, they're pro labor union. that's why the club for growth and some of these more conservative groups don't like her because she's pro union and trying to be pro coal. >> and there was the big sort of first test we're going to see of republicans in washington, d.c., whether or not they can control their own primaries or wield the sort of influence they've lost over the past couple of years. one of the best candidates, one

of the best recruits that a republican party could bring in terms of trying to win a race in november, but this a low turnout in west virginia, maybe somebody runs to her right and we get a sharon engel, christine o'donnell situation. >> and we've seen still, democratic party still has some strength left in a place like kentucky and west virginia and it's usually based in this, the divide over business, isn't it? >> and the biggest thing that we see is this sort of democratic party being to the local region trickling down ballot. now, it's not just presidential candidates, but it's this senate seat or local races in the kentucky state house and senate. >> and a democratic governor of -- and kentucky. >> and a democrat in west virginia and kentucky, a successful one, does not look anything like a democrat. he literally shot a bullet through the heart of the cap and trade legislation that the democratic house of representatives passed. >> not surprising seeing this trend and yet at the same time, when you dig deeper, idea

debt limit debate. let's bring in our monday gaggle. political editor of the grio.com. jennifer reuben and steve mcmahon. we know, here's what we know, perry. we know the president says pass the debt limit increase with no strings attached. that's his message to congress. we know that any potential plan b that others have come up with, the white house has completely put it off the table and we know that senate democrats are begging the white house for plan b. does he owe harry reid an explanation? >> he does. the option, they rolled out the trillion dollar coin, smartly, over the weekend. he said i'm not going to negotiate. the reality is, an agreement that has taxes in, spending cuts, but also the debt ceiling would not be a negotiation.

>> and jennifer, what's interesting, i keep hearing from republican leadership. they would love to actually, they don't want, the debt limit is not where they want to have this focus. they want it on the government shutdown, the continuing resolution, but they don't know how to get their members to see it the way they see it. >> that's right. a long time ago in the ages of 2011, they thought that using the debt ceiling was a great idea and got them great leverage. they have climbed up the mountain and rig down the mountain so many times with this president. >> climbed down the mountain. i think it was a -- >> good point. talk about a cliff. but, you're right. they don't really want to play that game. they don't want to be accused of not paying the country's bill, but how do thaw use that leverage in order to finally get to cuts, which the president said will be coming, but never seems to come in their lives. >> back to the white house here, boy, the markets would love to

hear that the white house says it doesn't matter. >> and at some point, i think the r markets might hear that, but you've got to go this dance if you're the white house, politically. and they understand that the republicans loss in the debt ceiling, they lost last time. >> president didn't win. it was sort of, it was he was battered. tack he roved. but it took him three to four months. >> you're talking about last time. just on the fiscal cliff. >> so right now, the republicans are vulnerable. they don't have any leverage and the only people who have figured that out are senate republicans. they want to shut down the government even know newt gingrich says that was crazy when we did it before and they're on this path to do that. no, but it is. i want to read you something -- >> not the senate -- >> she is saying we may have to give the rank and file a government shutdown. >> lots of ways to do the government shutdown.

it may come in the context of the continuing resolution. there's lots of cliffs that we are coming up upon right now, so she was i think specifically vague in that case. listen, the republicans and the democrats and the white house and the markets know that it is very dicey for the president to try to do this and it would create havoc in the market. it's likely unconstitutional. you don't know whether the debt issued under that is going to hold up is going to be justifiable. i think that would create absolute havoc, plus, there would be a political fire storm. >> congress decided to give themselves this power. it is sort of, and it was not enumerated. they said give themselves this power. >> wrote that letter to me, i knew what the view was, but very unusual to see a washington institution saying --

>> a grown-up stepping in and saying we're not going to let united states not pay its bills wouldn't cause shock and tremors on wall street, they would applaud it because it so seldom happens and if it takes executive action to keep the republicans from closing down the government and having another temper tantrum -- >> that's not an economic reaction. the markets want stability. >> i think what you guys are disagreeing on, the question is, would they consider a promise of executive action, stability or instability. >> way too early. >> let's take a quick break. i want to talk about colin powell on the other side of this. trivia though, we asked which state has never had a senator who previously served in the house of representatives. the answer, kind of easy. alaska. none of the seven senators in alaska's histories served in the house. if you've got a question, e-mail us.

i think the republican party right now is having an identity problem. and i'm still a republican. i think what the republican -- >> let's bring back jeaner in ruben, steve mcmann. jennifer, curious your reaction of colin powell. i look at this list of what i would call ex-republicans or mod t rate republicans who are uncomfortable being inside today's republican party. colin powell, chuck hagel who the president is nominating to be defense secretary. >> lots of democrats have also felt the same way, that the party has moved away. archer davis, one of our good friends, has also done that. >> not in our generatiogenerati.

15 years ago, i would do that. >> no blue dog democrats left for exactly the same reason. the parties have become polarized. what was objectionable about pollen powell is he defamed the entire party by calling them racist. it was highly objectionable. the two examples he gave were ridiculous. what's more, david gregly didn't to follow up and he should have. it was an abomination, that comment, which should have been pressed on it. >> what colin powell was upset about, his criticism is, hey, if you don't call it out then the whole party owns it. >> he was talking about john sununu. he kept saying things that maybe were not racist but had racial undertones to them. the thing is the republican party is in 2016 you don't have to have a colin powell out there saying things like that. they have three years before the next election to change their image. colin powell is a figure of perspective not just among african-american but moderate voters.

>> steve, jennifer brought up an interesting point about, of okay, the democrats weren't there now. 15 years ago we were having that conversation and you did see some democrats and it was a whole bunch of, quote, party switchers back in ' 4, '95, '96 and b that new era of the democratic party. it's the republicans having to deal with these defections, if you will. prince kolcroft is another one, with the foreign policy, i'm not with them anymore. >> all the top members of the george h.w. bush administration now rallying around chuck hagel because they think that's more responsible view of foreign policy, not to invade every country and to start every war that you can but to work with other countries. if leaders of your party are making statements that are outrageous and not repudiated, the party owns it. >> they are repudiated. it's been going on sint the taft and eisenhower administration. this is split between the midwest and the -- >> john sununu for instance for
